Captains get highly inflated bounties because they get blamed for the whole incident instead of their own fights. It's a well known fact. That's the reason why pre-skip Luffy had a bigger bounty than post-skip Zoro for a major part of the new world despite the fact that out of the TS Zoro's like 20 times stronger than pre-skip Luffy.

Captain Shanks who stole Uta's bounty at 27 yo had 1.042 b berries while underling Jack at 28 yo without stealing a bounty had 1 b berries destroys this argument.
Being a captain/subordinate is irrelevant to bounty.
Subordinates bounties are inflated by a captain. Captain's bounty is never inflated by a subordinate. Zoro majority had 320 m berries because he did not have the time until Wano to get his new bounty. Just like Chinjao was passive so his bounty did not increase despite with his strength, had he more active he could have gotten higher bounty

Never said otherwise. It's just that captains get more inflations due to the whole incidents being credited to their head. Luffy gets blamed for the whole EL incident while Zoro only receives a bounty for beating Kaku and for being Luffy's underling. That's the difference b/w the two.
It depends on the characters. Not every captain has a higher bounty than an underling, but every captain has a more inflated bounty that your average underling. You're confusing one with another.

Again, I did not say all underlings have lower bounties than all captains. Chinjao's no pacifist. If he was fighting Roger and Garp, then there's no reason to treat him like some small time pirate. That literally contradicts the whole point you're trying to make. Shanks is a pacifist to this day, look at what they did to his bounty when he because strong enough to become a Yonko.
