I like both of them and they are Luffy's commanders. I don't know who's fans are Toei but I don't know if you know but a lot of things like Vivre cards and data books, in general, are consulted with Oda before posting and as we know Oda loves to trash important people especially nowdays.

Vivre Cards didn't put multiple straw hats on one Card, it was just the Summary of the most important Information of each member -Arthur from the library of Ohara just put it together like this.
