redirect seems to be charlie being targeted by the kill

the monoscope might not have targeted batman. it could be batman just canceled incoming actions. doesnt hurt to know who it was used on

I asked Aries about this one because of my previous role (idk why it didn't show up yet but i had ??? reveal). Basically this thing could be targetting batman but didn't have to. This could be just "stop next town ability" thing. Whoever used it is either inactive or dead though
