Because im dying at the logic being conveyed to say its not. Its monumenous shit.
- "Gorosei teleports off panel to protect Imu" even though Imu defends themself on panel
- "Gorosei appears in the middle" even though he is consistently placed between Saturn and Monk the entire chapter
- "Gorosei crawls down from throne" even though none of them are seen on page above it except Imu and said giant is crawling down head first from the throne
- "that one page is symbolic" even though all 6 are shown exactly where they should be
Seriously, I have a fucking problem, because I cannot understand something as simple and pointless as this is being argued to death, including my side.
We need to stop. All of them are monsters anyway. We see Imu eat the fire, there you go.

If you look at the pages side by side, this makes no sense. The order of the gorosei doesn't change between the pages.
My guess is, that the reason he isn't very visible in the righthand page is because his transformation isn't as big as the others.

Its funny that the page before is not nearly as "symbolic", yet you cannt fathom the larger shadow being Imu even after he transformed the page before and blondie being obscured as a silhouette for half a page. Its weird.

Imu is clearly one of the 20 from the void century.
The Gorosei however might have been selected like the god hand in berserk. Imu acquires a mythical Zoan fruit that is very powerful, recruits a powerful individual under the Gorosei title, give them the fruit and makes them their underling after gifting them immortality through the ope ope no mi.
This would explain to me why Luffy's fruit is sought after, they'd like to collect all fruits that could pose a threat to them. Keep them under control.
