Do you even understand what OfA is? It's a stockpiling quirk that passes down the strengths of the previous user and added it to the next, and then the accumulated strengths will be passed again into the next one, and so on. So of course the next user, when reaching his prime, will always be stronger than the previous one in their prime.

Deku will master 100% just like all might. That's what the manga has already shown and will keep on showing. Difference is, dekus will be stronger.
