Pirate King has the worst conditions to be elected.
Previous Pirate King just travelled all islands. Current Pirate King just have to go Laugh Tale or find One Piece. For whatever reason Luffy will be declared Pirate King after final war. Probably the one who became Pirate King in near future will have to die first.

Pirate King is not elected either. It's a title that the media/Morgans gave Roger.
Reaching Raftel is the current parameter we know of for Morgans acknowledging someone as PK. BBp, CG, RHp and SHp are all in a race to raftel right now. So, at best, they have a battle right before raftel. It's almost certain that Luffy and gang will be the ones to find raftel after Roger and team.
Oda has set up the SHp reaction to finding One piece for far too long. In Sabaody, Rayleigh said to Luffy that their reaction might not be the same as Roger pirates. And in Oden flash back, we got the now iconic Roger Laughed panel. This is all set up for Luffy's and the strawhats reaction to op. It would seriously diminish that moment if some other crew got there first and found it, and strawhats are only second place.

How can you logically come to that conclusion? Zoro literally thought about his promise to luffy when he unlocked adv coc...Mihawk says he will wait at the top until zoro comes for him 
Mihawk is now Zoro's teacher/master. Would be a disgrace/dishonor for him to even challenge him again. Oda will find another way to have Zoro becoming WSS. I'm betting on him destroying Uranus. I don't think Mihawk will ever lose 1v1 at least.
A lot of people still believe in Mihawk being the last final opponent of Zoro, but let's be real for a moment.
We know that the world government will be the final enemy and that the final war will take place after Luffy already became the Pirate King.
Now, Zoro becoming the World strongest swordsman before Luffy becomes the Pirate King, or at least the same time, should have been clear, since as Luffy confirmed It Is the minimum required for the pirate King crew.
Now we also know that Mihawk Is being forced by Buggy to take part to this One Piece challenge, which confirms that Zoro Will defeat him before they get the treasure.
Mihawk had changes of being the final opponent of Zoro when he was still part of the World's government as a member of shicibukai, but now?
Now what do you expect? Oda doing some chapters AFTER the final war when it's all ended for Zoro vs Mihawk?
