Its not that Mihawk is a fraud, its that Nasujuro's title simply puts him above Mihawk. Nasujuro is literally considered a deity within the One Piece world. Mihawk on the other hand is just a man.
Its like comparing a bodybuilder to Hercules or Bhima.
For the longest time, the fandom has took the Celestial Dragons' god status as simply empty hype. The words of rich douchebags like Charloss. But with the revelation of the strength of the Gorosei and Imu, it forces the readers to look at these words seriously.
Anyways Mihawk is still above Shanks and the Admirals.

Only two fights are possible to happen after fighting Mihawk and nobody in the World Government fits the bill.
One is Nothingness because the only challenge that is left for a guy who can cut Everything is cutting Nothing.
Such is Koushiro's speech as well - "...Everything and Nothing." Nothing coming last. The other is Death aka Brook's cousin from Wano.

Yet, some believe we have tons of information supporting that. All of this "Mihawk is a fraud" is headcannon created to downplay Mihawk since they can no longer deny Shanks is a swordsman.
Mihawk is the only one with a World strongest title where there's information supporting he obtained his title from facing and beating others for it. Mihawk is the only one with a world's strongest title where Oda told us he's the strongest in name and reality. That means there is no secret or unknown swordsman stronger than him. Instead of claiming Mihawk is a fake, they should be asking why Oda did that for Mihawk and Mihawk alone.
