I don't think it's impossible, but the strawhats just don't interact as much as they used to. In Drum kingdom, 25 chapters was more more than enough. Today, 25 chapters might not show 2 strawhats interact with each other the entire time. I'm just saying it's more difficult. When I say doubt, I mean to say that this is the argument I see against it. I still give a tenth member at least a 40% chance
what would tama even do she has like one ability (unless im forgetting something but whatever) and its a gimmick
like i think shed be a great addition in regards to personality and uniqueness but...

and weak sauce no skills no special role potential nami-clone vivi would fit better with the revolutionaries narratively and in terms of what she can offer

carrot has very little personality, has no fitting position she could occupy, and is basically just nami + brook in terms of combat
as much as i wanted yamato to join and still kinda do lol shes too strong
bonney might join but has a gimmicky ability so will prolly just be a temporary member
smoker is just...no
no hate to fans of any of these characters just my thoughts

hancocks ability is too busted and i dont see why or how shed join + too much of her and shed get even more annoying than she already kinda is
i think itd be best if nobody else joins as a permanent member

Just throwing my hat into the ring here but I can’t help but shake the idea that by the end of the story Vivi will replace Imu as a head of the world government in some shape or form - installed as an intermediary before the need for such a figure disappears. Given the Revolutionaries are based on several leaders and groups that ascribed to Communism, this is also a key tenet of Marxism.
I think that stops her joining the crew officially as her role lies elsewhere. That being said I can see Vivi and Wapol hiding in Elbaf like Saul. It’s clearly a very safe place to hide from the Government - there is no doubt we see her again and she may tag along from and during Elbaf to Laugh Tale (which I expect will be 4 arcs, 5 at a push).
the argument that she is weaker than Usopp is also a valid reason she may not join. I am not opposed to the idea but she would need to acquire a Devil fruit while on the run (and may be provided one for protection purposes if the Revolutionaries have some lying around). It’s perfectly possible that Vegapunk comes to Elbaf and even makes her a fruit or somewhat Seraphim-like so she can be useful if she does indeed join the Strawhats. I can see this happening too given in most instances the crewmates had nowhere for them to return to and the only way to complete their journey was to join the crew. I believe the only exception to this has been Jinbe
