Wait... Only 2 commanders have been hyped since birth to be special and great :
Oden being a freak and kata hailed as a deity, he Was born standing.

Only 3 commanders have CoC : Ace Oden Kata

Only 2 commanders are called invincible : Kata and Oden

Only 2 underlings have Top tier haki + CoC : Kata and Ray

But hey... let's rate people whom Oda has never hyped indivually nor handed them any CoC to be great.

Almost every great pirate (current past future) has CoC at least.
(Even Shiki/Teach will be shown to have it.)
And The mightiest pirates have Top tier haki or freak status.

Yami teach beat Ace while Marco can't beat Ace/Jozu at all.

Where did Marco ever beat or dominate any high tier? Zero
Yami Teach beat Ace
Kata beat boundman and stalemated fs Snakeman.

Even Cracker beat Urouge (even tho he was weakened) and Stalemate boundman

Remember when Luffy went from fringe YC3 level to YC1 level just by upgrading his CoO to FS. Now imagine how nerfed WB would be by having his CoO removed, his CoC removed, his CoA nerfed, his stamina and reflexes nerfed, and occasionally having heart attacks. WB was a shell of his former self (hence being called a weakling by Croc), yet he’s still comparable to Admirals or maybe even stronger at the beginning of MF
