Same way Blackbeard and shanks are comparable despite one focused on his fruit abilities and the other advancing his haki

If Kuzan needs df + haki to match Old Garp hakied punch
Then Prime Garp striking power is better than Kuzan's

There might be ways to compensate for the lack of AdCoC. Powerful devil fruit users can probably augment the attacks with their devil fruits, just like Kuzan used ice gloves in this chapter. Lets wait and see what Shiryu has in his store.

No, Garp has the most impressive raw physical feats/portrayal. Big Mom and Kaidou don't even follow either, Jozu, and now Burgess with his new df have a better case (ignoring G5's looney tune feats).
