That my point , for all we know Ice glove is using the DF to a fuller level vs Garp .
It not like Kuzan spam attack which can freeze the sea or a whole small island ( like Film Z ) would work on garp .
IMO i think logia awaken will be a let down , it will just allow the user to do bigger AoE or make harder ice or better lava etc etc lol.

Showing explosion means nothing. I am talking about this -- before attack
I just realized something, Kuzan could have coated his fist with coc later. This panel is just to show “ice glove”, notice how there’s no hardening here.
Observe the actual panel before the clash, we see neither Garp nor Kuzan’s hands. In the actual clash, Kuzan now has armament haki so it’s clear that he first coated his fist with ice then he coated it with haki. So the panel with “ice glove” doesn’t actually prove that Kuzan didn’t coat himself with coc.
Chronology: Kuzan uses ice glove —> Kuzan coats his fist with haki (we don’t see this) —> punch Garp’s face

I don't think it's strange.
Garp is a legendary figure, who is known all over the world and a symbol of the navy.
In his prime he was at least admiral level and even right now he's doing pretty well against one, while simultaneously fighting off 4 YCs.
That alone warrants the bounty, even if he's not in his prime anymore.
Current admirals might have a slight edge in a prolonged 1-vs-1 against him (we can't even say for sure tbh, just assume), but they don't have his status.
So handing out the same bounty seems fair to me. One has a slightly better status, the other three are still in their prime and might be slightly stonger currently though.
