ZOro vs mihawk could legit happened after the great war zoro go on a solo trip to beat mihawk .
1 thing im sure is if this is an actual arc then sanji would have a match up that will match mihawk as crazy as it sound.
But We are not there yet . COuld be crocodile Oda could buff crocodile .

Oda didn't give Luffy higher than 3B because the gap between that and his next bounty would be too small

It's just his underdog fetish of making Luffy act like a 100% jobber pirate until the point where it matters the most.
He was scrapping with Ulti & Page One after beating 1 Billion berry man Katakuri. And moments away from being compared to Roger/Whitebeard/Shanks by Kaidou.

Same goes for Bounties as well, here is he is splitting the pot with 3 Captains who have no business having equal bounty as someone who accomplished what those two did all by himself.

Luffy is worth atleast a 4 Billion minimum.

Regardless of whether Cross Guild underestimates Marines or not, Luffy's bounty is being actively kept low by the World Govt (also by Oda).

Dude Luffy beated Kaido by himself. He deserves at least more than Kaido's bounty. Potentially 5 bi. Oda's forcing Luffy to be the eternal underdog is stupid.

The M3 generally deserved 500m more. That's perfect for them all. 3.5B for Luffy is exactly for where he should've been at this point.

Luffy deserves to be 4 Billion pirate imo, he is a bonafide Yonko at this point.
The govt are actively playing down Luffy's & SH's achievements which is why they were even surprised that Nika's photo was on the bounty poster.
Zoro too deserves a helluva lot more than 1.1. Minimum 1.5 but probably around 1.7/1.8 ish.

Luffy and kizaru still share the same current bounty so I think it’d be cool to see them fight because of that along with a bunch of other reasons
