Based on what? You cant just say random headcanon. Manga shows Pica's fruit much better in all sense, except, in some circumstances where Avalo is controlling an island with superior material. Most islands will be of dirt, ricks, building, etc.
What can water do? Mountains? Which also has stone? Flora? Grass? Mmm yeah, super powerful. Avalo te indeed be superior, he needs to be on a lava island, which might also affect him as seen that even some fire could alreadt damage him. Kinda weird.
Avalo can also travel through the island he merges, it will still be hard to find him, but hitting the golem or island might make him get out and scream, aka, an opportunity to find him

I'm sure there is a benefit to Pizarro having his mind and body linked to the Island Body.
I would say it is likely he can use Haki with the Island Body, but Pica can't use Haki with his Stone Assimilation Body.
It's too bad it never said he used armament to try to brace for impacts or anything. I know we're supposed to assume people do that without them saying it, but it makes it pretty confusing as to when they are and when they aren't.

It’s the scale of the devil fruit and restrictions so for Pica he can only control the stone aspect of said area/island so if the place he is in doesn’t have much stones he isn’t as much of a threat that he could be in a place with a lot of stones while Pizzaro could literally be the whole island no matter the materials it’s made of while the weakness exists to limit how OP the DF is.
Pica's fruit can only controls certain amount of stone, otherwise he could just take full control of Dressrosa since it's an island full of stone and bedrocks. So Pica's fruit caps out at mountain size.
Pizarro's fruit can take control of an island itself, and it doesn't seem to be limited by any kinds of natural materials. Meaning that Pizarro could take control of sand island, volcanic island, etc. if he has access to them.
HOWEVER, the drawback of Pizarro taking damage when parts of his island got hit is a fucking ridiculous weakness that it pains me to say it, but Pica's fruit is seemingly better utility wise.

He is way bigger and has much more potential, we barely scratched the surface of his powers, he isn't even limited to stones oonly

Yeah Pizarro's devil fruit might have a huge flaw but it is still a more better and stronger version than Pica's devil fruit, there is a difference between controlling an entire island and controlling stone.
Saying Pica's fruit is better than Pizarro's fruit is like saying Monet's fruit is better than Kuzan's fruit or that Sabo's fruit is better than Akainu's fruit.
