Of course you can, and I would argue that of course Shanks was rival of Mihawk 24 years ago.
But that is not true anymore.
One has a path, one has another. And nothing shows that today Shanks has any interest in Mihawk, since he does anything but purse that road.

If Shanks wanted to be WSS, he would have said it at least once in the manga, and would have challenged Mihawk when he met him, twice.
Instead, both times, specially the panel you showed me, neither of them wants to fight, because their rivarly is clearly a thing of the past.

Where have I ignored Shanks warning WB of Teach? It doesn't have any point in the conversation. Actually, it shows more clarity in Shanks aiming to defend the status quo. Do you think it's a coincidence that Shanks is going after the One Piece when there are only 3 real emperors, one being him and another Luffy?
Shanks has two agendas so far, going for PK (Which he couldn't with Kaido, Big Mom and WB around, hence defending the status quo), and another hidden agenda, which has not been revealed.

Their rivalry ended 12+ years ago when Shanks lost an arm and Mihawk deemed him to weak to fight anymore, thats why Mihawk told Zoro he will only fight him again once he is stronger than his old rival Shanks.
Shanks is only going after One Piece now because he has been afraid of Big Mom and Kaidou, and since he knows Mihawk very well he is not expecting him to stop him in going after One Piece.
What hidden agenda? Shanks is scared of Teach thats why he asked for help from the WG and is actively seeking him out to try and stop him.

It was stated in the novel, you should already know this.
Mihawk only stopped fighting Shanks after Shanks lost an arm and that was 12 or so years ago, this has been seriously implied in the manga, SBS, data books and vivre cards.

You are being dishonest and or delusional again, Shanks is a world noble who was raised by Roger thats it, there is nothing else, any other thing is all in your head.
He is only going after the one Piece because he thinks Teach and Luffy cant beat him, he doesnt know that the person who can crush him is also going to help Buggy get it.
