He created a power up based on what he saw from CP9, but it doesn’t apply to all characters. Usopp himself got a power up and still couldn’t defeat a CP9 member. So it’s not a guarantee. Chopper and Brook have already shown the extent of their power in whole cake island, they could get haki out of nowhere maybe. But we assume that the flying 6 have haki already like the veterans of Big Mom’s crew do.
