Crocodile has the brains while Buggy has the infamy and it's Mihawk's strength that gives them the legitimacy that they need to be an actual threat to the government. Otherwise, they'd have been wiped out like one month ago of it were for Mihawk lmao.

Everyone and their moms know the Shichibukai have their own objectives. None of the Shichibukai were a priority to the WB pirates because they all know they're there to kill time. Commanders going after Mihawk isn't something admiral bros wanna use as a negative portal.

It's the authors way of justifying Buggy's title to the users. He made gag using Buggy by making him a Shichibukai and actually justified it by giving us a legit reason, which is giving him stronger subordinates. Now he gave him Yonko title and justified it via Mihawk and Crocodile, with Mihawk being the muscle of the group while Crocodile is the brains.
