A thing to note : Sanji or love letter was not part of the request, Oda chose to add those. If he doesn’t think about the two as a pairing then why put the joke and Sanji’s many advances and tries in the cover?

Sanji is the fastest shs but Kizaru will let him go onto the very top of the mountain after his victory
I think Sanji will unlock FS in the fight as well
Ok Saturn doesn't want to let himself be seen
What if Sanji goes on a solo mission
Sanji somehow finds himself in front of Saturn
And this lets everyone know about him
So our Nami agenda is going strong
