1. Doflamingo: robed world nobles, learned of Mary geoise’s national treasure, bribed them into making him a warlord, took over over dressrosa, took over the underworld, and became business partners with kaido and Caesar
2. Crocodile: got his ass beat and left
3. Moria: got his ass beat and left
4. Mihawk: …left the new world
5. Hancock: lives at Amazon lily so she didn’t leave or go in general
6. Kuma: was a revolutionary so they probably didn’t go into the new world much since most of it is rules by emperors. As a warlord he’s definitely been in and out since he was the most loyal/subservient to the wg not marines tho. Also egghead
7. Jinbe: the goat was going in and out whenever he wanted. Him being an ally of the Whitebeard Pirates definitely helped tho

He was basically the “5th emperor” before luffy was unofficially labeled it. Like he said he was essentially holding the reins of the new world. His down fall leading to everything else

Doffy was literally only allowed to survive in the New World because Kaido saw him as a useful tool. Him bending the knee to kaido is canonically the reason. And many that you named are still in the new world. Doffy Isn’t.

The way I remember it is Doffy outright saying without Smiles, Kaido would come and kill Doflamingo. So yeah doffys enture survival in the new world was only for as long as he could supply Kaido.

I see it more as "I promised this to a crazy pirate and now I am coming short", not that Doffy bought Kaido's protection. I see more as Doffy exchanging power with smiles, and coming short his end of the bargain, he was legitimately worried.

And nah if you want impact it’s crocodile. His downfall was the reason Marineford occurred. He was the one who created Cross Guild one of the great powers on the sea. He is the reason Kobra looked into the Nefertari history causing the big news of death at the reverie and Vivis current predicament. Croc and Blackbeard are the two most impactful warlords, but Blackbeard wasn’t a warlord long so I didn’t mention him as the big one.

I literally wrote as the start of One Piece. What happens after the start is competely shaped by what Luffy does, because every event in the world revolves around him, almost.
You are connecting things through sheer force, Marineford happened because Crocodile fell and was arrested, but Teach STILL would have defeated Ace and STILL would have caused Marineford to happen, it just would have made it harder for him to get into impel down.
Kobra looked into the Nefertari because of Robin.
Blackbeard impact is leagues above Crocodile, and Doffy was literally the secret agent of the whole new world, while crocodile was chilling around with Mr.1.
