Caesar is doffys subordinate just like Doffy was Kaidos. The only thing Doffy canonically gets out of his deal with Kaido is living another day. That’s not a partnership.

And Mihawk May be stronger but he can’t simply kill Croc as easily as Kaido could’ve killed Doffy.

…he only became his subordinate in dressrosa when doffy used his title to protect him. Ceasar wasn’t his subordinate pre dressrosa and Doflamingo was never kaido’s subordinate

He gets paid, grows his connection, and weapons

Doflamingo was the king of the underworld because of those his connections and weapons that he was selling to everyone. Even selling them to the world government themselves

But the only reason doffy survived in the new world was by bowing and paying kaido. Doffys entire life in the new world was allowed to continue by being a resource of kaidos Living in fear that one day he’ll no longer be able to give kaido the Smiles. Literally, he lived under kaidos thumb. Cope all you want about him surviving the new world, but he didnt survive it. He just hid behind a bigger power like Moriah was planning to do.

Doffys flashback was entirely in the north blue until he got to dressrosa which he took when he first started in thr new world. But Doffy canonically stated that if he couldn’t get smiles to Kaido, Kaido was going to kill him. Doffy told us outright his survival in this ocean was being A tool for an emperor.

Doffy entered the new world 8 years ago, and he had smiles for over 4 years, and what did Doffy accomplish? He had no way to become the pirate king, no poneglyph, nothing.
Doffy was a failure. At least the other warlords rebounded and returned to the New World

Doflamingo became the King of Dressrosa after taking the throne from Riku Doldo III eight years before the start of the series.

He accomplished surviving the new world and being the most important pirate in the new world only after the emperors. Along with building the best crew only after the emperors. He had ties and connections to just about every section of the world. His defeat being the catalyst to all the current events going on. Everyone trying to take advantage of the hole he left in the world

While Doflamingo was making moves in the new world they were in paradise dealing with small time pirates after being kicked out of the new world.

Doflamingo made more than a name for himself in the new world. The other warlords need to team up and get hyped due to buggy
