Kuma is a high ranking Revolutionary which has been playing the WG by his own agenda, so much so that hes the blueprint for their Pacifistas...
joker was just a temporary cog in the wheel, kaido even refered to him as being weak. he accomplished nothing more than being Kaidos partner and running the underworld which is just being a business person overall, something Crocodile has already taken over and surpassed..
Joker was able to amass the same group that raised him which overall were utterly pathetic his RHM got low diffed by Zoro, Crocodile took a loss and created Baroque Works and took over Alabasta, lost it all and then created Cross Guild with Mihawk as his co and his group is now considered a Yonko crew.
Joker is by far the most overrated character in the verse hell Enel accomplished more than him and actually reach his goal. Joker never faced a Yonko nor did he want to do cause he knew he couldn't win. He in hindsight is the weakest of all the Warlords, if it was up to him he would be in Mariejois but he wasn't allowed back in, even if he did know the national treasure.

Law became a warlord to further his own ambitions in being PK, Teach used the title of Warlord to infiltrate Impel down, which was his plan before Luffy even intended on invading while also using the title to be uncheck in the MF battlefield.
Crocodile used the title to further his ambitions in gaining an ancient weapon and taking over a country which is why he created BW.
Hancock used the title to have peace in her country.
Kuma used the title to infiltrate and be a spy for the Revos...
Jimbei also used the title to let the FMP rest after Fisher Tiger and freeing the slaves in Mariejois, he was/is also a well respected pirate not just by WB but the entirety of the crew and the world in general, so much so this guys soul couldn't even be phased by BM.

To be real, Doflamingo does not even deserve a tenth of Moriah's respect. He at least went into Yonkos territory to get Absalom back on his own.
Any Doffy stans think he would have gone to Wano and demanded Vergo back from Kaido if put in even a vaguely similar position?
