Elbaf is not Vegapunks intended destination. It's just the closest island from where they can escape Egghead. And just look at Usopp's/Luffy's line about going to Elbaf. They don't have any real purpose to go there. They never thought let's try to go there now. It just happen to be close to them.

Not only the alliance with Law but also with Samurais they all met at Punk Hazard. Plus Luffy would need to go there for Red Poneglyphs anyway to reach Laugh Tale which is the main goal of their journey.
They had no purpose to go to Egghead. They just get there by lucky. It was random decided when the 3 Supernovas Captain left Wano. Law to Winner Island. Kid to Elbaf and Luffy to Egghead. Simple as that.
