He would have already gone to WCI if that was the thing he really wanted to go after, BM had already been gone for a little while before BB decided to make his move. And Blackbeard is someone who goes after rare and powerful weapons or powers before he seeks practical items. It's most likely an Ancient Weapon or an extremely powerful df he's going after right now.

I'd actually love if Pay Pay and Ulti's true strength is seen when they attack together. I don't want them to be Blueno'd but at the same time, Luffy should not be struggling with F6 level fighters. Even if there are two of them.

The good thing however about there being so many zoans this arc is that opponents can be recycled. Luffy can molly whop pay pay, but because of his zoan regen, he can be back up and ready to fight again shortly.
