I would have to guess that 4th RPG isnt on Elbaf and is in possession of the man with the burn scar who is potentially working for WG so maybe Mariejois after all... Unless that is the final location instead of Raftel...

There isn't many island left tbh.
Elbaf and First Island which they skipped where it's always Thundering/Lightening (It was included in Roger/oden flashback) it might carry importance later.

Man with burn scar , Mysterious as always. Except for Kidd nobody knows.
And we don't have enough info on Kidd past to know where to track this man down.

Robin, bonney, VP, usopp, nami, chooper, jinbe and franky: elbaf

Sanji: WCI

Zoro: no idea, could either join CG or go to impel down.

There is no reason for Sanji to go to WCI.

I think Raijin Island may turn out to be Shiryu's homeland due to Raiu... Dont think we will ever visit it tho.

I guess one of the next locations is the one with 4th RPG as Zou>WCI>Wano all had one and were one after the other.

Kidd did go towards Elbaf while on the search for the man with Burn scar but whether he is there or not, we dont know.
Considering that he is a complete mystery, I doubt he will be on Elbaf, Shanks' territory where anti-WG Giants rule...
Lodestar is unlikely to have the 4th RPG either unless that man brought it there...

So, if Elbaf and Lodestar dont have the 4th RPG, the only location left is Mariejois, imo.

The thing about the Burned Scar Man is Oda has to relegate his plot device to an island as a backdrop eventually. It doesnt exactly matter if he's roaming. Eventually someone (good or bad) will end up having to corner him and force him to land somewhere to fight.

That can just be on Elbaf or Lodestar or whatever is between those 2.
