They are narrative nobodies, you saw it with King as best example. Someone with potential to be even more famous than Kaido was instead hiding his persona behind a mask... While WG offers 100mil just about any info on Lunarians, the Admiral looked at King and said, there is nothing to see here...
There is no fame for his opponents and that is one of Oda's biggest narrative mistakes. Only Mr 1 was mentioned after his defeat, once and thats it. Nobody mentioned corpse of Sword god Ryuma in pre-TS, nobody mentioned Pica or Kaku in any special case or world importance.
We can see it with future opponents as well with Kizaru, Nasjuro, Shiryu... Only Mihawk has some world wide recognition and considering what he is, it is far lower than it should have been. Instead Oda chose to stick with the usual plan by giving Zoro's opponents Power while he chose Buggy to make famous instead of Mihawk. Weird stuff but it is what it is. I am satisfied with Power alone.

But when it's happen to Luffy or Sanji or character they hate then they will jump to the bandwagon, and not waste the opportunity to downplay them
