WCI to Egghead is 2 arcs difference. 2 arcs won't make Luffy magically much faster 2 arcs prior. Alabasta Luffy was a bit stronger than Whiskey Peak Luffy. Sabaody Luffy was a bit stronger than Enies Lobby Luffy. The biggest power up Luffy got was ap thanks to advCoA and advCoA.
No Kizaru cannot dodge Snakeman he could only block it. Dodging is much more efficient. That's why in the first image that you posted Katakuri could kick Luffy's face because he was moving toward Luffy while dodging Snakeman. That's why in the second image you posted he landed Buzz Cut Mochi because he dodged Snakeman punch then countered it with Buzz Cut Mochi.
Snakeman is a ranged attack. Blocking only makes you as a sitting duck you cannot counter attack Snakeman who hits you from a far distance. Moving toward Snakeman while dodging like
Katakuri did is the only way. Plus Snakeman did not use King Cobra its fastest attack that Katakuri could still match in term of speed. Katakuri is faster than Kizaru. He blitzes him.

On Kata, he needs to dodge because he can't take a hit, uncle Kizaru is not going to take damage from the 13 hits that dropped the weakest commander.

Can't capture morly or nerfed kuma or even WapolHe went G5 at end of chapter and hold Kizaru .
But that don't mean he using Adcoc .
Like luffy was not using Adcoc when he was inside Kaido or jumping rope with him .
You saw not lightning what so ever then that was him fucking around .
We also did not see him uses ACoC during the lucci fight with mole pistol or dawn rocket .
At this point Haki is hit or miss with Oda drawing.
But that don't mean he using Adcoc .

Kuzan was tanking CoC laced attacks to the face from Garp, there's really nothing special about Luffy using advCoC here. We've seen first hand someone comparable to Kizaru handle it no problem.
Heck if advCoC drains Luffy and he can't even get a hold of Kizaru, then it's working against him here.
Again, I'd like to believe Kizaru holds Kaidou in a higher regard than Chapter 1000 Luffy.

That's true. 
Kizaru goes over an island away.
He then proceeds to land a kick from that far on a future sight user.
I need to see the panels to see what this looks like, cuz that's the best speed feat in the story by far
