It’s probably just that Lucci and Kaku don’t use full beast form. They almost never used it pre skip.

As for Luffy’s, it’s possible he is simply unaware of it as he doesn’t know he’s a zoan.

They are guys who know the past, they know a lot, so why didn't they eat the best powers for themselves? I mean, they knew about Nika and tried to obtain her, but Devil Fruits (the Zoan ones) have their own will, whereas this doesn't apply to Logia.
It's strange that the world's highest authorities, possessing an immense range of knowledge about the past, chose to consume a Mythical Zoan instead of a Logia Devil Fruit, which is often considered by fans to be the strongest class.
