Just to create drama, this can be put in the same basket as the 10 minutes he needed to recuperate when Doffy was chasing him, the plot cage about to slaughter Dressrosa, Kaido about to throw Onigashima on the capital and so on.
It is a nerf when he is the only one that has side effects when using his awakening.
How come it's a bullshit power up when Kaku awakened his df in 2 years without side effects? Lucci also did during time skip, granted he had his df before Kaku, but he also has no side effects.
Also he trained 2 years to develop Gear 4 so this one isn't a "bullshit power up" yet he still has a big draw back.
It's just a way for Oda to restrain Luffy's strength whenever plot requires it. And it's getting boring.
We have not really seen many characters consistently apply great amount of haki over the stretches of time Luffy does with Gear 4 to be frank.
Usually CoA is only used in bursts while attacking or while blocking with the only thing comparable to G4's usage I can think of being Vergo's full body coating (which we don't know how long he can maintain before exhaustion), Zoro's King of Hell Style (noted by himself as extremely draining) and I guess whatever application Kaido and Big Mom had turned on to ward off Law's teleportation. Those two have always been highlighted as unnatural monsters in constitution so maybe their "haki pool/reserve" or whatever you wanna call it is also unnaturally extensive...
In any case, Luffy has always been written as a reckless fighter with very taxing techniques. That was the case all the way back then with G2 and still is right now with G5. He is the one we always see running out of haki because he is one of the rare fighters that relies on a technique that uses so much haki over a relatively long time frame. Would Law also run out if he had to maintain G4 levels of consumption over 30 minutes? Would he last longer or drain himself out in even less time than Luffy? We simply will never know because he doesn't fight that way...

I imagine that's why Oda gave him the 3 bill bounty when he has previously eclipsed the bounty of practically everyone he's ever fought. He's not quite there yet.

Mostly because every single gear had some drawback at first before it is truly mastered. It's part of Luffy fighting style.
G2 shaves his life, G3 turned him into a kid, G4 made him unable to move and G5 turns him into a elder.
So to answer why G4 runs out of haki- the answer is because it needed a drawback at first. G5, however, is specially important because while it's called a zoan because Oda had a aneurism, the Gomu-Gomu at heart is a paramecia and we already know that use of paramecia awakening is tiring (unlike zoan awakenings that make the user a terminator that can recover from most things).
This is important because it limits the usage (avoiding the issue of ''why he doesn't use this all the time'') while creating moments of tension during the fight. Until Luffy gets a new form and the obsolete one can be used without much issue. G4 seems to be almost without limit now as a example.
I don't think G5 will lose his drawback soon because of the reason stated above but we'll see.
