The Marine that thought that Buggy was a top tier assumed that Mihawk was stronger than Saint Shanks but they never fought after he turned into a Yonko.

After Saint Shanks turned into a Yonko he directly challenged Mihawk, and the coward refused. As always.

Mihawk lives and dies by pre-ts Saint Shanks reputation.
