If he is casual and rather just laying there, making excuses in front of Saturn why he hasnt killed VP yet, all good.
If he is heavily damaged and that's the reason why he cant move, it will be bad.
Though I do expect him to be up and ready whenever Zoro arrives at that part of the island.

If he could move then why wouldn't he get up and kill VP?
He keeps failing on these missions, soon enough his ass is probably gonna get fired, so he definitely would get up and help Saturn if he could.
For those reasons, I think he's legitimately paralyzed/stunned, even if it's just temporary.
