They have ruled for 800 years? They couldn't catch\kill Sabo because he isn't a fodder and if they went all out everyone outside would know.
Saturn can't kill Luffy because he is the main character and plot prevents it also being helped isn't a sign of weakness.
Again if they went all out for a fruit, they'd come under radar. They are hiding in the shadows so they cannot just reveal themselves to the world can they?
