If Kaido expressed that Rocks D. Xebec, Gol D. Roger, and Edward Newgate (Whitebeard) are only capable of fighting him, it implies that he doesn't necessarily believe they are stronger than him, but rather that they are formidable opponents. Having the ability to fight someone doesn't automatically mean they are stronger.

Gaban likely will be the one telling the God Valley incidents' main story when we get to it. I really think he is going to be the link that ties the crew to Rocks, potentially as the Burned Scar Man (or maybe that man is completely separate who knows).

My assumption is he grew up hearing stories of Rocks and believes he is his living will.

I do think Shanks and Blackbeard inherently have ties to Rocks considering the former is from God Valley and the latter obviously has a ship named after him.
