Blood and soil really doesn't matter, to be honest. The Romans ruled the British Isles, then the Anglo-Saxons, then the Normans. If you can't hold the land, it aint yours, really.

At a certain point in history, in certain societies? Yeah. Ownership of land is dependent on your power or the power of whoever your sovereign is.
