The only two GOATs able to forge a black blade. Ryuma probably is the first one to do it. Guys like Admirals with swordsmen Fuji and/or GB, Yonkos like Shanks, PK Roger, Gorosei Ethan, none of these top tiers managed to do what these two have accomplished. They are a tier above all these. These two can probably take on all the Admirals together. Ryuma defended against the world which included these Gorosei and Mihawk is hurting people IRL. Truly the GOATs. And when Zoro surpasses these two he will be the strongest ever.

I don't think Ryuma is on a whole other Level than Oden
If Roger turned Supreme Blade into Black Blade, it remains Supreme
And if He turn Worst Meito into a Black Blade, it becomes Supreme Blade as well
There isn't Higher than "Supreme" Grade because that's Max Level there is
If Strongest Haki Fighter ever used Hardening, it won't be better than a Supreme Blade
Another Example is Zoro, when He covers his Blades in Armament, all of his Three-Swords become of Same Durability
And this is why when Zoro turns all his Blades Black, They will all become Supreme Grade
Ryuma turned Shusui into Black Blade & yet it remained "Great Grade", meaning his Haki Level wasn't worthy of Supreme-Grade.
This is why Luffy was compared to Ryuma for matching Kaidou who was compared to Oden, and same for Zoro
Luffy, Zoro, Oden, Kaidou & Ryuma are All Fighters with "Great" Haki
But Mihawk, Roger & WB are Fighters with "Supreme" Level of Haki
Current Zoro can give Ryuma one hell of a Fight
But He can't do the same with Mihawk

You are wrong in assuming that Shusui's rank did not rise after turning into a black blade. We only know that Yoru is the strongest sword. We also know that black blades are the rarest and their toughness is legendary. It can be Yoru >= Shusui > Ace/Shodai/Murakomigiri or it can be any order as long as Yoru is the strongest.

Oda tends to overpromise at the beginning and underdeliver in the end. Plus he has to harmonize the various portrayals he has built up over the years and reach a compromise -- PK is a tougher path than WSS, the power level implications of the captain / right hand dynamic, parallelism with Roger and Rayleigh, etc. Zoro seems narratively stuck beneath Luffy from where I'm at. Plus there's the op shonen protag tropes that are already baked into the genre.
