Individually powerfully than any pirate and character in OP, having the biggest crew and fleets + RP and both were ruling as Rox before Roger WB Shiki did even.
BM empire was unmoved for decades as Big News stated.
Kaido head has been untouched for decades as Shuten/kinnemon stated

I don't think that Mihawk's bounty would be higher than Yonko level anyway... If Linlin has 2B then Mihawk's bounty is below 2B. There is no way Mihawk has given WG more trouble than Linlin who is a Yonko for decades.
