I kinda have to agree with this.
On one hand, it seems almost noble that Garp refused to be Admiral to avoid being a CD puppet.
On the other hand, he probably could have done more as an Admiral and essentially opened up positions for justice freaks like Ryo and Akainu who have extreme radical views on justice.
Garp is dissatisfied with the system and how it appeases the CDs but did nothing to fix the system and rather decided to bow to it.
This is who is referred to as a Marine Hero. Someone like him could have move a lot had he tried. He had the rep, the power and influence but decided to be a follower for his personal ego.
I suppose that is part of his character flaw and Oda meant it this way. He is not a good person, not a good father and grandfather and more akin to be a hypocrite in everything he does.

Pirates are straight up evil in one piece, just because we follow 1% pirates that are good, doesn't mean other 99% aren't evil that don't pillage and rape.

Sacrificing few for the greater good is a normal logic that is used IRL as well....
and yet Garp not only did nothing to save Ace, he's still best buds with Sengoku
Sengoku was even kind enough to consult Garp if he's alright with him telling the whole world that Ace is a demon seed, and Garp didn't care
Don't group Fujitora and Kuzan with a bum like Garp in their ideals.
Fujitora sees sees both pirates and WG as evil but he sees pirates moreso, but he still opposes WG when it's needed
Kuzan literally quit the marines and doing his own thing

He only goes after Roger, who we know is one of a good pirates.
He doesn't oppose WG directly like Fujitora

Explain where's the "greater good"?

At no point in the story do I remember Garp mentioning that he's having an agenda that requires supporting the CD for the greater good.
Hell. Sengoku and Akainu were the ones that mentioned their actions were meant for the greater good.
