Exactly and it is not that divine departure can not cut its the fact that shanks and rogers INTENT was to not cut so therefore it did not... if they wanted to cut someone with divine departure by all means they could its all up to the intent of the swordsman

I angree but being a swordsman and swordsmanship are different cause Luffy isn’t a swordsman even though he used a sword once. And kizaru and Big Mom aren’t swordsmans just because they use a sword cause they don’t use there cutting attacks as their main attacks like Zoro and Fujitora they use their cut attacks all the time unlike Kizaru and all them

We know from Zoro vs Mr 1 (like 20 years ago!!) that powerful swordsmen only cut what they want to
Shanks is clearly a powerful swordsman (stated to be a swordmaster, and used as a term of comparison to say that Mihawk is the World's Strongest Swordsman)
And he cut Kid's Railgun
But not wanting to also cut Kid in half, he didn't cut him, just made him feel the impact

Why would Oda use Shanks as the direct term of comparison to say that Mihawk is the World's Strongest Swordsman
If Shanks wasn't a swordsman?
Wouldn't mean any sense

Can you image a statement saying that Akainu is the strongest Marine because he is stronger than Sabo (not a Marine) or Kid (not a Marine)? No the statement would obvioulsy be Akainu is the strongest Marine because he is stronger than Kizaru, another Marine
Wouldn't make sense otherwise

Swordsmenship is performed by *drumroll* swordsmen.
Swordsmen are characters who use their swords (or another blade) exclusively, except for when they do not have it or using a sword is otherwise not possible.

Exactly. Shanks could have easily cut their whole ship alongside them too. But he didn't. The giants knew that would happen that is why they were already charging their attack.

--Law/BM/Kizaru/Fuji/King are not pure ones.

Is surely less shameful than the fact that Shanks couldn't save Luffy without having to act as a human shield for him, against a threat that Start of East Blue Saga Luffy casually oneshotted

mihawk has barely even shown anything lol
and even in simple terms , we have seen both the parties display strong sword slashes , which is a sword skill


a strong swordsman is hyped up by his sword skills and haki
and shanks's swordsmanship is pretty renowned in the onepiece verse considering the world government used his sword skills to hype up mihawk

its saying his swordsmanship is only second to mihawk's
and with haki , we have a lot of examples of zoro's haki being hyped

like i said , swordsmanship and haki go toe to toe with each other

When I talk about feats I mean that all of Mihawk's feats are related to cutting power, by comparison Shanks is more hyped because of his haki.
Again, not saying that he is not an outstanding swordsman among the best in the world, but these are characters whose main abilities seem to lie in different thing, at least for now.
