Character Discussion Doffy the Celestial Dragon : Holy Knight or Higher ?

Nah I don't think so. This assumes becoming a HK is about work and having COC.
COC is genetic, so likely all the celestial bloodlines have it. They're just too pampered to bother awakening their haki.
HKs are probably predetermined so that they actually train and grow up strong instead of becoming astronauts who pick their noses.
Kid Doffy seemed like he was getting pampered so probably not slotted for HK status. He got training regardless but probably ended up as a discount HK. He made his gains through the streets and got his hands on a basic Paramecia.
Meanwhile the HKs should have some of the best devil fruits, best coaches, best weapons, etc for their development.

Figarlands are obviously MVP but the rest have had what- 5 panels since JUST being introduced? Maybe wait to see at least 10 panels before you write them off.

I get what you mean about the parallels though:
Oden: Swordsman, 37, and scarred 39-year old Kaido
Garling: Swordsman 37ish, scarred 36-year-old Whitebeard.

Whenever Oda introduces huge groups, he takes the effort to distinguish the top dogs from the rest, we saw it happen with Kata & BMP, Oden & Scabbards and how Garling is repeatedly separated & hyped from the rest reminds me a lot of that.
Also the obvious parallels of how both Oden & Garling are the leaders of their groups.

I would say there’s 50-50 chance of him becoming a casual CD bum or an actual fighter just like his Pirate self. It depends on his circumstances, we don’t even know how CDs become Holy Knights like if there are born into it or choose to do it.
But if he were to become a fighter then he would definitely be Holy Knight-tier at least just based on his portrayal as a Superstar of Evil and Conqueror.

Doffy is highly dependent on his devil fruit, we have no idea how he would perform being a strict hakiman without his string fruit.

Cracker has stronger armament than him.
Zero observation haki feats.
Unlocked conqueror haki as a kid and still hasnt been able to use it's advanced form.
Doflamingo is the most overrated character in the show alongside enel, two characters absolutely carried by their fruits.
