you are correct, it was offered to him by Isuka which is Ace's "Smoker" to Luffy before he did anything substantial like that he was just a super rookie and the 5 Elders offered it to him when he reached Saboady where he declined the offer then defeated VA Draw where he unlocked his CoA for the first time then received a bounty of 100,000,000

& Ace novels are considered Canon as it was not only directly checked and commented on as a supervisor but it was/is Odas own original concept that was greenlit for Sho Hinata to turn into a light Novel and then Boichi to adapt into a Manga, although he has removed or skipped over the whole Isuka and Draw portion of the story Oda has drwn original artwork and sketches for the Manga:

Maybe that he's equal to him in some stats, at most.

I kinda forgot but were they really sea stone cuffs , I only remember they were exploding ones if they were truly sea stone and Ace could only keep up with base Yamato then he really is nothing special.

Vivre card states so but they’re wrong Luffy was unable to use Haki when he had his on shiki was unable to do anything with his own so it’s why he cut his legs, if Yama had seastones she wouldn’t be able to use Haki or move at the level she was
