It almost feels a bit like an oversight. Like they just expected most people to pick Torchic and it wouldn't be a big issue.

First part of the game is full of new pokemon. Before 2nd gym i mean. There's Marill and that's basically it when it comes to older pokemon. Then you move to the next Island - Geodude and Zubat. Next Island - Oddish.
Speaking of game though. I'm pretty sure only deep wolf candidates rn would be Luka and Gad. Maybe Melkor but it's self resolving.
Also important thing. In case ChouChou WU does show up, make Seastones say something through town caller. In case they're scummates and it's their fake WU ability.

But you can't because you have to beat the game before you can trade with fire red 
That really only helps you vs Glacia on a couple pokemon and vs Steven in the Post Game (or R/S Champ battle) and Swampert's Ground STAB Earthquake hits both sides of those harder than Gen 3 Blaziken alone can.
It's really only the Battle Frontier you need better Fire Type pokemon for

I don't the company actually expected the franchise to make it past gen 2 during it's development (before the phenomenon happened).
So I can definitely buy they had no gameplan going forward and just sorta fumbled their way through development. Gen 4 suffers many of the same lack of type issues leaving to some major eyebrow raises come the elite four.

Gen 3 wasn't so much rushed as they had a troubled development. Yeah Game Freak didn't expect the series originally to go past G/S, but it was made clear to them by Nintendo they were gonna make a 3rd set of games before Gold and Silver dropped.
The real problem that took up a lot of dev time is simple. The more advanced Hardware, and new stat system alongside abilities meant Hoenn's development took a lot longer. Look at the code for gen 1 and gen 2, then be reminded these same people then now have a new full system with a lot broader tech abilities to have to figure out. Then of course the stat changes that made porting gen 1 and 2 pokemon (technically) possible, but thanks to the new stat system and with abilities, the few they ever tried to send over tended to not scale well in the new game, and caused issues. Which meant Fire Red and Leaf Green needed to be made, since back then theoretically catching all pokemon was still a big advertising push.

So I said fuck it, if your complaint is me not playing my role and being out of game, I'll stick completely to my role, a role that would in-universe be unable to talk, so roleplaying it is.
Maybe next time, bite your tongue before complaining.
