Gorosei showed more caution than fear tbh. They care about the balance of the world, and the instability that would come from Kaido going on a rampage.

btw Kaido was panicking when BM and some of her kids showed up, but that doesn't change the fact he's stronger

if Saturn ends up fighting Luffy this arc, and giving him a really close fight, and we presume Saturn's the weakest Gorosei based off the planet order theory.... you could probably scale Topman and Nusujuro above him imo.... but we'll have to see

The Gorosei was not scared of him , yeah they did not want to make angry but they did it any way cause luffy was the bigger issue .
End of the day Luffy was more important then even making Kaido angry so they fear Nika more.
