Is mihawk still alive? I feel like the answer to thst should answer the question.

Garp has the undefeated record in catching pirates. Sure he mighqt not have gone out and looked for upcoming pirates but every pirate crew he ever came across probably ended up in prison or just being completely destroyed save Roger and blackbeard.

It was never hinted at that he went after whitebeard but whitebeards memory of Garp is probably destroying his crew. When Whitebeard was ready to take on Garp he was probably awaiting the challenge but I'm sure he didn't want that smoke foe no reason.

Sengoku being best buds with Garp probably means that sengoku went after Whitebeard pirates and Garp went after the Roger pirates.whitebeard seemed familiar with Sengoku's tactics which is why he knew how to sneak up on marineford. Also explains why Roger was calling Sengoku out by name because he was probably jealous lol.
