what good does opening up borders do when the country itself is unstable and most of its inhabitants are impoverished
This is the thing no one seems to remember is also supposed to be completed this arc.
Luffy says he will leave Wano a place where everyone can eat as much as they want.
As in this arc doesn't end with beating kaido. Luffy has promised to literally fix the country from top to bottom. This isn't like alabasta where beating Crocodile directly results into the rain returning. Beating kaido won't turn udon back from being a wasteland. The weapon factories being destroyed doesn't automatically cure pollution. Yet Luffy PROMISED to fix ALL OF THIS.
No one seems to really think about this and the implications it has on the arc.
Well no one except me. The easy and most obvious answer is the Big mom pirates. That crew that we have seen terraform dozens of islands and turn them into food paradises. Seems pretty obvious that they somehow have the ability to manipulate weather and components of soil and all the things required to fix the pollution and arid climate that plagues wano.
Either the big mom pirates switch sides and help Luffy or Luffy finds a Terraforming device somewhere in Wano that can fix all this shit.

I think the concept of "Open Wano's Borders" is all tied to the thought of if Kaido and Orochi are removed from the picture, and the Borders are open, the Country itself can finally move forward. That way they can adapt to more standardized ways of living, that other more developed countries from a social standpoint have.
Except luffy said "I'll leave this country when everyone can eat as much as they want"
And this is impossible with just beating kaido.
Like beating kaido and Orochi won't put food in anyone's stomach. The country will still be polluted. Udon will still be a wasteland
