He can move faster , i used a worst case estimate of Kizaru having a seizure , the speed of light is 300 Million meters per second

His entire objective was to stop Kizaru, while Kizaru's objective was Vegapunk and treated Luffy more like a nuisance on the way than a target to eliminate.
Luffy both lost and failed his objective, since Kizaru got up first (and without someone bringing his recovery food) and was literally in front of Vegapunk in this chapter and the only reason he's still alive is because Oda decided to write Saturn and Kizaru in this chapter the same way he always write his antagonists lol

“Kizaru didn’t attack Luffy at all” huh? Well let’s be generous and ignore all of those attacks not meant for vegapunk that Luffy took with little to no damage
That light speed kick sent Luffy through a barrier damaged him greatly. Then luffy had to go back through that same barrier. Mind you he could’ve died BOTH times as the barrier significantly damaged him
Then there’s the matter of his shadow clones who attacked Luffy with his greatestweakness (Swords) and even then those attacks failed to do much
Those were two attacks Luffy took head on and he still bodied Kizaru with just 1
