Mihawk will never have more importance in the story over them (exampled by how he never appears besides to be the 'straight man' to Buggy.)

Okay, i can agree with BB since he's one of the main villains, but let's look at Shankusu:
- Never claimed the One Piece before
- Can't even locate BBPs
- Snitch other pirates for the Gorosei
- Neckbeard's victim

Now let's look at Mihawk
- Chilling while being hunted by the WG.
- Joined the biggest organization in the underworld.
- He's still the only guy with a Kokuto in the series.
- Endgame material.
- EOS Zoro's final opponent.

But sure sure, he's just a terciary character lolz.
