Tbh I really hate how people throw around fascist at every evil character connected to a government. It's not applicable to every bad organization in the world, I highly doubt anyone in the Naval Hierarchy is running around with this slogan motivating them.

The Heavenly tax is implied to be extremely steep, so steep that human life is cheap in comparison, and goes directly to the Celestial Dragons. The Marines are the martial arm, the Gods of Science, Defense, Agriculture, etc then decide the rest- or did you forget the Gorosei have specific roles to fulfill?

Yeah but combined with their suppression of lower classes of people, their massive bureaucracy, their strict adherence to heirarchies, absolute control of news/propaganda, and countless other examples of the right wing authoritarianism usually ascribed to fascist regimes. They're a hairs width from fascism if they aren't.

And sure, an evil action to be sure. But again, there are evil actions that are not fascist. Akainu is an authoritarian with a dangerous ideology to be sure, but fascism has a very specific meaning that simply doesn’t apply to Akainu. It just doesn’t.
