This is clearly a build up, Oda is preparing here. Something big is coming. Since he wrote in his Festa-letter from December 2023 that the fight "[...] between that person and that person [...]" still needs to happen, I think he is building up to that.
So, think of a fight between two persons, which Oda said:
- is utmost surprising to us.
- will lead to an unexpected outcome.
- will happen before or in chapter 1108.

I don't think that it's the RA, since we have not seen them moving after Kuma. But surprises happen.
What bugs me is how Oda phrased the following: "We failed to neutralize that escaping vessel..." Why did Oda not use the word `ship´? Why use `vessel´ as noun to describe, what the marine soldiers saw? This leads me to believe that this someone, who attacked them, used maybe not a regular ship, but something else as a means for transportation. And if you think of the possibilities offered to us, it could be anything from a normal ship to a Vegatank (if it swims), or another vihicle, we have not seen, yet. And maybe Vegapunk had build it and the soldiers were not able to come up with a name for it, because they have never seen something like it before.

Because that's what Oden did to become free. Remember that Yamato first experienced life through Oden's and therefore imagine the sea being the salvation of her situation. Its not the case anymore.

- Momo decided to maintain the border instead of opening the country which saved Wano
- Yamato decided to stay on Wano to help protect it instead of following her wish to go at sea
- Luffy relied on his friend instead of carrying (litterally) the burden on his own.

Yamato has zero sailing experience. No way Yamato can go out to sea without companions similar to Oden leaving Wano. Maybe Yamato can join the next crew that visits Wano...that would make an interesting cover story.
That would be very surprising. Will we see Lucci turn face after being a heel up until now? Not counting on it but whatever happens may be epic!

What is stated is Yamato will need help to sail in a ship. It's not a death nail but unless Yamato solos it via DF powers quoted below, then Yamato has to wait for an outsider of Wano to hitch a ride with or get someone(s) in Wano to travel with Yamato who shares a similar dream. Yamato and Tama pirate crew!...wait still wouldn't work as both are novice sailors.
List the possible people taking Yamato out of Wano to sea. Or how is Yamato getting out of Wano?
Not many viable options as most people in Wano are not sailors. Beast Pirates. Kin'emon. Momonosuke. The Minks...Carrot! She has experience, future Queen, and got a taste for adventure.

That isn't really sailing though. Defeats the whole purpose of Yamato going out to sea.
If she's just going to catch up with Luffy and sailing with him, I'm sure she can figure out how to sail to one island. It's not like the strawhats had any trouble on the way there. And why exactly does it have to count as sailing? It's just to catch up with Luffy. This is the most obvious gate keeping on worstgen. Just say you don't want Yamato to join instead of making up dumbass rules.
The Strawhats were a crew that went through many obstacles in the New World before they got to Wano. They had each other when it was tough. What if Yamato got sick or poisoned? What food is safe too eat?? Where is Yamato sleeping???

She could just not get sick or poisoned? This is fiction. Oda can just write it so nothing bad happens. She can just bring food for the trip or not eat like she did in Wano, and no storms happen to bother her, she just follows the log pose to egghead. It's really not complicated. You're just trying to invent problems.
