The actual symbolism of Imu isn't earth. Imu = void. He represents the abyss beneath the world/in the underworld. The gorosei going by Saturn's fruit are yokai, demons. Sabo's line " who would've thought hell was on top of the world" or something like that is important - the abyss should be beneath the world, not above it.

You can think of it as an eclipse: The world should be ruled from on high by the sun god but for 800 years there has been an eclipse - a void where the sun should be, an empty throne where a king should be. A ruler no-one even knows exists in a phantom room, a ghost from the past, a silhouette without a person behind it. In a way, he doesn't exist - Imu is the abyss. Imu refers to Imu as Imu (void) because there is no actual person to refer to. All of this will probably become more apparent as we find out more about Imu. Blackbeard will be important to it too.
