This chapter got me thinking... Why didn't Sukuna try and negate Confiscation with HWB in the first place anyway? Talk about having the plot on his side.

HWB only negates the sure hit.

Domains like Hakari's & Higurama's sure hits arent "attacks" - they are just conditions like the rules of the Domain being explained to you. Their sure hit attacks dont even harm the opponent - the point of those domains is to have you play the slot game or stand trial, so there is nothing to negate too.
