Fujitora, after Akainu, is probably the proudest Marine in the Navy rn. He leaves to do what ?
Joining Dragon is not an option.
A very simple argument to bring up why Fuji will most likely not leave the Navy is that they would be almost no threat against Luffy's ridiculous army.
For this to make sense Kizaru would have to survive this arc without being defeated.

This generally doesnt happen between Zoro and Sanji opponents though, its just "implied" by ranking, save for the edge Kaku had over Jabra with Doriki
Mr 1 and 2 fought at Spider-Cafe, anf funny enough Mr. 2 "looks" better because he hit Mr 1, but yet we know Mr 1 is stronger
King and Queen only have their rankings to go by, otherwise they were treated exactly the same by Marco until he couldnt beat them together anymore

I guarantee you Oda will give Issho and Aramaki the same presence at some point during whatever war/battle happens with the strawhats. The implication that Issho is stronger will likely just be from how Zoro's battle is done with him, like his other fights.

But they’ll be portrayed as even till the time to fight when Fuji will be shown a slight edge.
