My head cannon is that the only reason Dorry and Brogy stopped their duel is because they found out Luffy is the sun god 
My take on this is that there are more Iron Giants, probably thousands to tens of thousands and under Luffy's order, like an Order 66, they will attack Mary Geoise. This will then trigger the World Government to send their best after Luffy who will be heading to Laugh Tale in order to stop the rampage of the Iron Giants. In this manner, everyone who matter from pirates to marines and WG agents will be in one place for an all out war.

Its getting retconned, of course. Regarding haki they might even have CoC. Oda will just say they were a bit confused during Little Garden. Kind of like Luffy and Zoro in Water 7. In those circumstances they couldnt pull out their full power.
I can clearly see a scenario where
- Dorry and Broggy show off their strength in Egghead. Their new bounties are 1B each (10x previous). Strong enough to make a real difference in battle between Yonkos as Big Mom predicted.
- For all that strength they will once again fall victim to schemes. Prince Loki will trick them somehow.
- Strawhats have to save the giants and Elbaf.
And although it seems far fetched Shanks has to somehow be doing something sinister in Elbaf as Luffy can't gain Elbaf as his territory otherwise (which we know surely will happen and Usopp will get cool scenes).
